Low Bit-Rate Subband Video Coding for Tele-monitoring Applications
In this paper, we introduce a video compression system based on three dimensional subband coding for very low bit-rate tele-monitoring application. The video codec first performs a threedimensional subband decomposition on a group of video frames, and then encode the subbands with different quantization methods. DPCM coding with a deterministic dithering used for the lowest tempo-spatial sub-band, and for high frequency sub-band, with combination of multiscale edge detection methods and Geometric Vector Quantization, three different schemes proposed. Results for several video sequences are competitive with traditional video coding systems.
