DESCRIPTION
This lecture is the fourth of four lectures
covering the fundamentals of multirate systems.
This lecture describes the result of the
interchange of downsampler and upsampler where L and M are
relatively prime integers. This lecture also describes the changing
the sampling rate by a rational number.

Basic knowledge of digital signal processing.
