This design note describes an off-line, low power, isolated power supply which has inherent active power factor correction (PFC) integrated into the single stage flyback power topology. This power supply is intended for LED lighting, white goods, industrial, and other applications where a high input power factor is required despite the low power output.
How come almost every time I click on these .pdf's to download they always take me to another page that has nothing to do with the download. I usually can't get the papers. Then sometimes they work. It is very frustrating

The frustrating problem you describe occurs because although the web page says you are logged in, you are often actually not if you got to the page by clicking an email link. To fix the problem, click where it says LOG OFF at the right side of the gray bar, then log in with your username (email address) and pasword. Then, LEAVE THAT WEB PAGE OPEN and click your email link again. The downloads will now work correctly, until you close your browser.
Having said that, there is no excuse for this inept programming.
Only 80% efficiency and 94% PF is not something I would be designing in the year 2010. A skilled engineer should be able to get better than 90% efficiency and 99% PF in a single stage flyback PFC using modern PF control IC's.

The design appears to be in conflict with an active US patent so use with great caution. Dave
