System-level ESD protection can be implemented using discrete diodes or capacitors. However, in many applications, discrete solutions consume board space, complicate layout, and compromise signal integrity at high data rates. It's really a stretch to call this a "technical paper" ... it's more of an info-mercial without the info. Is there no shame among marketing people?
